ICANN Reaffirms Commitment to Second Round in New gTLD Program

On 7 February 2012, the ICANN Board reaffirmed ICANN’s commitment to opening a second round of applications in the New gTLD Program as expeditiously as possible.

ICANN will publish a document describing the work plan required prior to initiating a second application window for the New gTLD Program.

It is not possible yet to state a specific date for the second round because of the work ICANN has committed to related to the first round. First, the applications from the first round must be processed, and the amount of applications to be received will not be known until the first-round application window ends. In addition, ICANN previously committed to addressing the recommendations of the Governmental Advisory Committee requirements for assessment of trademark protections and root zone operation as a result of the first round.

In furtherance of the resolution, after the publication of the description of the work plan, ICANN will continue working with the community to refine that work plan.

RAA Negotiations Community WIKI

In Dakar, ICANN announced the commencement of negotiations with representatives of the Registrar Stakeholder Group to amend the Registrar Accreditation Agreement (RAA). These negotiations are actively underway, and aim to produce amendment topics to enhance registrant protection and DNS stability for consideration at the Costa Rica Meeting.

To promote transparency and timely communications, ICANN has created a dedicated Wiki to describe the communications plan, publish regular status updates on the amendment topics under consideration, and provide comment opportunities to the broader ICANN community.

“DNSSEC Update from ICANN 42 in Dakar”

As posted to CircleId.com by Ram Mohan: “While the global rollout of Domain Name System Security Extensions (DNSSEC) continues at the domain name registry level — with more than 25% of top-level domains now signed — the industry continues to focus on the problem of registrar, ISP and ultimately end-user adoption. At the ICANN meeting in Dakar in late October, engineers from some of the early-adopting registries gathered for their regular face-to-face discussion about how to break the “chicken or egg” problems of secure domain name deployment.”

Implementation Notice – Version 3.0 of IDN Guidelines

As posted to ICANN.org: “Following the ICANN Board’s acceptance at the October 2011 meeting in Dakar, Senegal, ICANN is today providing notice of implementation for version 3.0 of the Guidelines for Implementation of Internationalized Domain Names. The IDN Guidelines are a list of general standards that many top-level domain registries deploying IDNs are required to follow based on the Internationalized Domain Names for Applications (IDNA) protocol standard from the IETF.”

New gTLD Customer Service Center Expands to Offer More Services

As posted to ICANN.org: “In anticipation of the opening of the New gTLD application round on 12 January 2012, ICANN is expanding the New gTLD Customer Service Center.

The expansion includes a new, multi-lingual Knowledge Base that offers a range of reference materials. In addition, applicants will be able to communicate with customer service in the 6 UN languages (Arabic, Chinese, English, French, Russian, and Spanish). New gTLD Customer Service previously provided support in English only.”

“US Puts ICANN Contract Up For Rebid”

As reported by DomainIncite.com: “ The US government has put the IANA contract, which currently gives ICANN its powers to create new top-level domains, up for competitive bidding.

The National Telecommunications and Information Administration issued a request for proposals late yesterday, almost a week later than expected.

The Statement Of Work, which defines the IANA contractor’s responsibilities, is over twice at long as the current IANA contract, containing many deliverables and deadlines.

While the contract is open to bidders other than ICANN, ICANN is obviously the likely winner, so it’s fair to read the SOW in that context.

Notably, the section dealing with approving new gTLDs has been changed since the draft language released in June.”

“ICANN: The Stakes in Registrar Accreditation”

The Governmental Advisory Committee (GAC) took every opportunity at its public meetings with GNSO and Board, and in its Communique to express dismay, disappointment, and demands for urgent action to “reduce the risk of criminal abuse of the domain name system.”

This conversation is about domain name abuse benefits from a multi-stakeholder environment, where it can include domain registrars, registrants, and Internet users, along with law enforcement representatives. Broad debate helps because the question is not just how to “mitigate criminal activity using the domain name system,” but how to recognize criminal activity at the DNS level, how to implement due process to protect legitimate online speakers from abusive or mistaken takedowns, and how to protect the privacy and security of non-criminal users of the domain name system.”
